Is this the same as 'drunk tank' or is this referring to something slightly different...? Does this actually mean when someone is drunk, or is this still meaning being thrown in a prison cell for being drunk?

Nope, it's a song that you sing in company of tipsy firends and relatives, or a sing-song as it's also called! ;) In Russia, they often sing in chorus over a special meal to celebrate an occasion 'ohhh, old man winter don't freeze me, don't freeze my steed, cuz my wife is so jealous' or something to that effect.

P.S. You see, Sam, the Russian reality often revolves around drinking. Russian baths, pancakes, and vodka seem to be the only assets our culture has for foreigners; some of them still think that bears walk our streets and we wear expensive furs all year round.
